How to catch pike without using live or cut bait?

Ok, so here’s the deal. I’m in Germany right now, and I want to catch some of the pike here. They are in a lake, with some breaking weeds on the edge. The problem is here I can’t use live-bait except for worms. I can’t catch little fish to cut up for bait either, that’s not allowed. So, if there are any good suggestions on artificial lures or presentations I would appreciate it. The average size of these pike are 50-60 cm.

Oh yeah, while I’m asking a question I would also like to know what people catch eel on too. I have no clue as to catching an eel, and always used Live Bait for pike, so if you got the answer I’ll give you 10 points.

Our family used to fish for Pike and Muskie in Canada every year. We never used live bait. We trolled using spinners. The Red Devil and a Mepps Lure (can’t remember the name but it looked like it had a fish scale pattern on it) seemed to be their favorites.
We could catch them just casting off a dock.
I would assume any shiny spinning lure would work just fine.

Never been eel fishing.
